Deactivating is how a vendor leaves the pickers without leaving the books — its bills, journal lines and past 1099s keep resolving its name, and nothing is deleted. Deleting for good is a separate button on a deactivated row; the books still win, so a vendor anything points at is kept and stays deactivated.
